El comité principal del Comité Asesor Nacional para la Aeronáutica (National Advisory Committee for Aeronautics-NACA) votó por el establecimiento de un Comité Especial en Tecnología Espacial (Special Committee in Space Technology). Bajo la dirección de H. Guyford Stever, decano del Instituto de Tecnología de Massachusetts, el comité estaba comprendido por lideres en Ciencia y Tecnología Espacial el cual incluía al Dr. James Van Allen, William Pickering y Wernher von Braun. Este fue el primer comité establecido por la NACA para examinar la astronáutica y determinar el papel de la NACA en la definición y explotación de la tecnología y exploración
espacial.
